Three things have to be true. One: the tool doesn't depend on the sensors of the product line it was built for. Two: the problems the other two teams describe are really the same problem, even though they use different words. Three: the outside vendors are being paid for that same work.

The second one is solid — three separate documents say so. The first is the weakest. That's why we're not more certain about moving it.
